Explanatory Memorandum

The increasing presence of robots and artificial intelligence (AI) systems, such as ChatGPT, has transformed human activities across all sectors.
While these technologies enhance productivity and efficiency, they also raise questions of social equity and economic balance:
Will automation replace human employment? Who will contribute to social welfare systems when productive work is performed by machines rather than people?

This proposal introduces the concept of a “Contribution Robot” and an associated Automated Work Contribution (AWC), intended to establish a fair and sustainable fiscal framework for the age of automation.


Principle

Human workers contribute to society through social security, pension schemes, and taxation.
Automated systems, however, generate no equivalent contribution despite performing work that is, in many cases, comparable to or exceeding that of human labour.

The Contribution Robot mechanism aims to ensure that automation contributes proportionally to collective welfare, thereby supporting the transition to an automated economy while maintaining social cohesion.

Article 1 – Purpose

This Act establishes a fiscal framework applicable to automated entities, whether physical robots or artificial intelligence systems, based on their actual or potential contribution to productive work.
Such contribution shall be measured through a standardized unit known as the Automated Work Equivalent (AWE).


Article 2 – Definition of the Automated Work Equivalent (AWE)

The Automated Work Equivalent (AWE) is a unit of measurement expressing the productive capacity of an automated system.
One AWE corresponds to the amount of work equivalent to that performed by a full-time human employee during one calendar year, irrespective of sector or function.


Article 3 – Establishment of the Contribution Robot (CR)

Each automated system shall be assigned a Contribution Robot Index (iCR) determined according to its productive capacity and socio-economic impact.
The iCR shall be calculated on the basis of the following parameters:

·         (α) Annual number of Automated Work Equivalents (AWE) mobilised

·         (β) Net impact on human employment

·         (γ) Degree of personal data utilisation

·         (δ) Economic, social and environmental externalities

The general formula shall be expressed as follows:

CR = α×AWE + β×(Net_Employment_Impact) + γ×(Data_Usage) + δ×(Externalities)

The parameters and coefficients governing this formula shall be defined by decree of the Council of State, following consultation with the National Commission on Automation and Artificial Intelligence (NCAAI).


Article 4 – Automated Work Contribution (AWC)

The Automated Work Contribution (AWC) shall be an annual levy determined on the basis of the Contribution Robot Index (iCR).
